Here's what you do:

If not for the above tricks, you can clone a channel and clear all its messages. When you do this, the channel settings that you've set, and the members you gave channel access to will not change.
In the end, you will end up with a new channel with the same name and permissions as the old one but with all of its existing messages automatically cleared. You can then go ahead and lock the previous channel, or delete it.
